Password-policy bypass via unchecked Circles share creation

Access-control bypass in Nextcloud Server before 22.2.6 or 23.0.0 through 23.0.2 allows remote authenticated users to create unprotected links. The Circles app share-creation path fails to consult the administrator's enforced-link-password setting before generating a share token. Any authenticated user able to share a folder through Circles can expose its contents through a link that lacks the required password.
