Capability elevation via nonempty inheritable set

Privilege escalation in Open Container Initiative runc before 1.1.2 allows local users to elevate inheritable file capabilities. The runc exec --cap path incorrectly adds requested capabilities to the new process's inheritable set, so execve promotes matching file capabilities into its permitted set. Exploitation requires authority to invoke runc exec with --cap and a program carrying inheritable file capabilities; elevation remains inside the container capability bounding set and does not break the sandbox.
