SSRF via unrestricted HTTP health-check redirects

SSRF in HashiCorp Consul and Consul Enterprise through 1.9.16, 1.10.9, and 1.11.4 allows remote attackers to send arbitrary HTTP requests. The client agent's CheckHTTP implementation follows redirects returned by configured HTTP health endpoints without restricting the redirected destination. A party able to define a check across a trust boundary can use the agent as a proxy to reach arbitrary HTTP endpoints and bypass application isolation.
