Service interruption via commit-trailer regex backtracking

Stored ReDoS in GitLab CE/EE 10.7 through 15.1.4, 15.2 through 15.2.2, and 15.3.0 allows remote authenticated users to interrupt service. The commit_trailers_filter.rb FILTER_REGEXP combines greedy author matching with adjacent whitespace quantifiers, causing catastrophic backtracking on a crafted commit trailer. An authenticated user must store the malicious commit message, after which unauthenticated GET requests to the branch commits page consume one CPU core until timeout and repeated requests can take the instance down.
