Improper login throttling in affected Fortinet FortiMail releases allows remote attackers to exhaust CPU and memory with HTTP requests. The login form accepts numerous unauthenticated HTTP requests without adequately restricting repeated authentication attempts. No account or user interaction is required; sustained request volume causes partial resource exhaustion rather than data access or code execution.
