Unauthorized FTP connections via unguarded test methods

Missing authorization in Jenkins Project's Publish Over FTP Plugin 1.16 and earlier allows remote authenticated users to initiate FTP connections. The doTestConnection methods in BapFtpCredentialsDescriptor and BapFtpPublisherPluginDescriptor use supplied FTP connection data without first enforcing administrative or item-configuration permission. Overall/Read access is sufficient; the demonstrated consequence is an outbound connection to an attacker-selected FTP server with supplied credentials.
