Configuration overwrite and XSS via unchecked promotion names

Input flaw in Jenkins Promoted Builds Plugin 873.v6149db_d64130 and earlier, except 3.10.1, lets remote authenticated users replace config.xml files. The Job DSL promotion handler accepts an unchecked promotion name and uses it in rendered content or configuration paths, enabling stored script injection or file replacement. Job/Configure permission is required, and stored XSS execution requires another user to view affected content.
