Block-production halt via unchecked proposal view overflow

Improper input validation in FISCO-BCOS 3.0.0-rc2 allows remote attackers controlling a node to halt block and client processing. The consensus view-change path accepts an invalid proposal header carrying an excessively large view value, which wraps during processing and preserves the malicious leader. Exploitation requires control of a participating node and prevents normal nodes from producing blocks or serving new client requests.
