Traffic interception via unchecked floating IP annotation

Route hijacking in Tigera Calico 3.22.1 and earlier and Calico Enterprise 3.12.0 and earlier allows remote authenticated users to intercept traffic. Floating-IP validation can be bypassed by adding cni.projectcalico.org/floatingIPs directly after pod creation, even when the feature is disabled. Kubernetes RBAC permission to patch pods or pod status, or to update pod status, is required; the resulting route lasts until the pod or annotation is removed.
