Service hang via recursive main-page resolution

Uncontrolled recursion in MediaWiki before 1.35.6, 1.36.4, or 1.37.2 allows remote authenticated users to hang the wiki. Title::newMainPage parses the editable mainpage message, and a bare configured local-interwiki value resolves back to the main page without a recursion guard. The editinterface permission and a configured local interwiki are required; recovery can require a database edit or configuration change.
