Authenticated job permission change via unchecked endpoints

Missing authorization in Job and Node ownership Plugin 0.13.0 and earlier allows remote authenticated users to change job owners and permissions. Several HTTP endpoints omit permission checks, so an Item/Read user can rewrite ownership and item-specific permissions; the same endpoint also accepts non-POST requests, enabling CSRF on Jenkins 2.286 and earlier or LTS 2.277.1 and earlier. The impact is unauthorized integrity modification of job authorization settings, with no documented direct confidentiality or availability impact.
