Unauthorized outbound connections via unchecked form validation

Missing authorization in Jenkins RocketChat Notifier Plugin 1.4.10 and earlier allows remote authenticated users to trigger outbound connections. The Descriptor#doTestConnection form-validation method accepted an attacker-controlled server URL and credentials, then built the target API URL without checking Jenkins.ADMINISTER. Overall/Read permission is sufficient to make the Jenkins controller initiate the connection, with no reported confidentiality or availability impact.
