Outbound connection via CSRF-exposed form validation

CSRF in Jenkins JiraTestResultReporter Plugin 165.v817928553942 and earlier allows remote attackers to trigger outbound connections. The doValidateGlobal form-validation method accepts GET requests and passes an attacker-supplied Jira URL, username, and password into a connection test. Exploitation requires a Jenkins user's browser to submit the crafted request; the controller then contacts the chosen URL using the supplied credentials.
