Dev-mode crash via recursive error handling

Uncontrolled recursion in Meta Platforms Hermes before 0.12.0 allows attackers to crash dev-mode processes with malformed JavaScript. The error handler recursively processes an error raised while executing the crafted script without reaching a terminating condition. Only development builds with assertions enabled are affected, and untrusted JavaScript must reach the engine; the resulting impact is process termination.
