URL-filter bypass via decoded hostname separators

URL parsing in curl and libcurl 7.80.0 through 7.83.0 allows attackers to bypass URL filters via an encoded host separator. In lib/urlapi.c, hostname_check validates the decoded hostname against whitespace only, so separator bytes are later reinterpreted as path syntax. Exploitation requires an application to accept an attacker-influenced URL and rely on curl's parsed host for access-control or filtering decisions.
