Service hang via stale HTTP/2 GOAWAY status

Denial of service in Go net/http before 1.18.6 and 1.19.0 allows remote attackers to hang HTTP/2 server connections. serverConn.goAway retains a clean ErrCodeNo state instead of replacing it when a later fatal protocol error occurs after GOAWAY. Remote attackers need no credentials and can send GOAWAY followed by an invalid connection-level WINDOW_UPDATE, leaving the server waiting indefinitely for clean shutdown and interrupting service.
