Container capability elevation via nonempty inheritable set

Incorrect default permissions in Podman before 4.0.3 allow attackers to elevate inheritable file capabilities during container execution. The container-spec generation and exec paths copied bounding or permitted capability sets into the inheritable set instead of leaving it empty. Code execution inside a Linux container and an executable with inheritable file capabilities are required; the sandbox bounding set still limits elevation.
