Denial of service in Citrix NetScaler Console, formerly ADM, before 13.0-85.19 or 13.1-21.53 allows remote attackers to stop licensing. The FlexNet lmgrd service on TCP port 27000 trusts client-supplied identity and privilege fields, allowing an unauthenticated lmdown request to stop the server. Network access to the appliance IP is required; the shutdown prevents new licenses from being issued or renewed until the service returns.
