Remote code execution in Bitrix Site Manager before 21.0.100 allows remote attackers to run arbitrary code through unauthenticated Vote module requests. The /bitrix/tools/vote/uf.php endpoint accepts attacker-controlled attachId event-handler arrays and invokes CAllAgent::Update during an upload. No account or user interaction is required; successful exploitation writes attacker-controlled files and executes code in the web application's context.
