Sensitive data disclosure via incomplete substring masking

Information exposure in Octopus Server affected releases allows remote attackers to read partially masked sensitive values. The sensitive-value masking logic replaces a secret incorrectly when it is a substring of another sensitive value, leaving part of it visible. Network access is sufficient to obtain the exposed portion, with no reported ability to alter data or interrupt service.
