Service interruption via client-canceled request misclassification

Denial of service in Microsoft YARP 1.0.0 and 1.1.0-rc.1.22152.1 allows remote attackers to interrupt proxy service via canceled requests. TransportFailureRateHealthPolicy treated every forwarding error as a destination failure before checking whether the client canceled its request. When passive health checks are enabled, repeated client-triggered failures can mark healthy destinations unavailable and make the proxy return HTTP 503 responses.
