Authenticated site enumeration via skipped permission filtering

Improper access control in Liferay Portal and Liferay DXP allows remote authenticated users to view unauthorized site and group lists. When no user ID was supplied, the site-membership browser omitted the ASSIGN_MEMBERS action and GroupLocalServiceImpl.doSearch returned groups before permission filtering. The gate is authentication plus permission to update other users; disclosure is limited to site and group names in Portal 7.3.7 through 7.4.1 and DXP 7.2 fix pack 13 and 7.3 fix pack 2.
