Service interruption via unchecked STIR/SHAKEN certificate downloads

Resource exhaustion in Asterisk 16.15.0 through 16.25.1, before 18.11.2, and before 19.3.2 allows remote attackers to interrupt service. When STIR/SHAKEN is enabled, res_stir_shaken follows the certificate URL in an inbound SIP Identity header without rejecting noncertificates or limiting download size. Remote attackers need no authentication, but STIR/SHAKEN verification must be enabled; oversized transfers exhaust resources and interrupt service.
