Modem crash via malformed SIB12 reassembly

Reachable assertion in MediaTek Modem 4G RRC firmware LR12A, LR13, NR15, and NR16 allows remote attackers to crash modems via crafted SIB12 messages. The SIB12 reassembly path fails to reject multiple last-segment flags, segment numbers beyond the declared final segment, or empty input, then reads uninitialized entries and crashes. An attacker within RF range needs no privileges or user interaction; repeated broadcasts can keep cellular connectivity unavailable across modem restarts.
