Certificate and key disclosure via permissive SCP access

Incorrect permissions in F5 BIG-IP and BIG-IQ affected releases allow remote authenticated users to copy certificate and key files over SCP. The SCP service permits high-privileged accounts without bash access to retrieve protected certificate and key material that their role should not expose. Exploitation requires high-privileged credentials and network access to SCP, and the documented impact is disclosure of certificates and private keys only.
