Improper authorization in Pandora FMS 7.0NG.760 and earlier allows remote authenticated users to gain full administrator privileges. The User Management module accepts user creation, modification, and deletion from authenticated accounts that can access the module without enforcing administrator authorization. Access to that module is required; exploitation lets a lower-privileged account control users and obtain administrator-level access.
