Authenticated entity impersonation via CLAIMTOBE identity reuse

Authentication bypass in affected HTCondor releases allows remote authenticated users to impersonate any entity on subsequent daemon commands. The CLAIMTOBE authentication path accepts the identity asserted by the connecting user, and vulnerable daemons retain that asserted identity for additional commands. READ-level authorization to any daemon is sufficient, and the default configuration permits CLAIMTOBE for READ commands, enabling actions under another entity's permissions.
