Arbitrary file read via unchecked external-data paths

Path traversal in Linux Foundation ONNX before 1.13.0 allows remote attackers to read arbitrary files through a crafted model. The checker joins an unvalidated external_data location to the model directory without normalizing the path or rejecting escapes. An application must load an attacker-controlled ONNX model, and reads occur with the application's filesystem permissions.
