Local IMSI disclosure via improper permission check

Improper authentication in ImsService on Samsung Mobile Devices before SMR Apr-2022 Release 1 allows local users to read the IMSI. ImsService's permission check fails to enforce READ_PRIVILEGED_PHONE_STATE before returning the subscriber identifier. A low-privileged local application can obtain the IMSI without user interaction; no integrity or availability impact is reported.
