Denial of service via unverified DTLS fallback

Denial of service in Eclipse Californium 2.0.0 through 2.7.2 and 3.0.0 through 3.5.0 allows remote attackers to exhaust CPU. On a resumed DTLS session with mismatched parameters, Scandium falls back to a certificate-based full handshake without first issuing a stateless HelloVerifyRequest, enabling response amplification. Exposure requires DTLS_VERIFY_PEERS_ON_RESUMPTION_THRESHOLD above zero; the resulting traffic can load the server or flood a spoofed peer.
