Package registry access via unenforced IP restrictions

Improper authentication in affected GitLab releases allows remote authenticated users to access package registries from blocked IP addresses. Package Registry authorization accepts a valid Deploy Token without enforcing configured group IP address restrictions. A valid Deploy Token and configured IP restrictions are required, and successful use permits package reads or writes allowed by the token scopes.
