Unauthenticated datasource queries via proxy path traversal

Path traversal in GitLab EE allows remote attackers to query integrated Grafana data sources through public projects without authentication. Projects::GrafanaApiController forwards the attacker-controlled proxy path to Grafana with the integration's administrator token, without restricting the requested data source or API route. The Grafana integration must be enabled on a public project; successful requests can read data exposed by connected Prometheus, Elasticsearch, or SQL sources.
