Authenticated PHP execution via dotfile sanitization bypass

Unrestricted file upload in Drupal core before 9.3.19 and 9.4.0 through 9.4.2 allows remote authenticated users to execute PHP on Apache. SecurityFileUploadEventSubscriber strips the leading dot before classifying the final extension, so an allowed .htaccess name evades insecure-extension munging. Reachability requires Apache and either permission to allow htaccess uploads or a contributed-module or custom-code override.
