Wildcard certificate issuance via bare-domain policy bypass

Policy enforcement error in HashiCorp Vault 1.8.0 through 1.8.8 and 1.9.3 allows remote authenticated users to issue wildcard certificates. The PKI secrets engine treats a bare allowed domain as eligible for wildcard issuance even when the role sets allow_subdomains to false. Reachability requires an authorized PKI role with allow_bare_domains enabled and a nonglob domain in allowed_domains; the setting is disabled by default.
