Unauthorized account creation via unprotected CSV import

CSRF in FileCloud before 21.3 allows remote attackers to create FileCloud user accounts by inducing a logged-in administrator to open a web page. The /admin/?op=import endpoint accepts a cross-origin multipart CSV upload under the administrator's session without validating an anti-CSRF token. Exploitation requires HTTPS, SameSite=None cookies, and an active administrator session; the submitted CSV can define a verified full-access account and password.
