Authenticated server-side request via unchecked form validation

Missing authorization in Jenkins Chef Sinatra Plugin 1.20 and earlier allows remote authenticated users to trigger outbound HTTP requests. A form-validation method omits a permission check, accepts an attacker-controlled URL, sends a request from the Jenkins controller, and parses the returned XML. Overall/Read permission is sufficient; the direct consequence is an attacker-directed request, while crafted XML can expose controller secrets or reach internal services through the separately tracked XXE flaw.
