Non-root account takeover via predictable reset tokens

Predictable reset tokens in Control Web Panel 0.9.8.1126 allow remote attackers to take over non-root accounts without email access. The password-reset flow derives each token entirely from the account username, email address, and request time, with no secret or random input. An attacker must know a target username and email address, trigger a reset, and use the response timestamp to set a new password; the root account is not affected.
