Private project access via misassigned pipeline identity

GitLab EE 12.8 through 15.0.4, 15.1 through 15.1.3, and 15.2.0 misassigns pipeline identity, allowing remote authenticated users to read private data. Ci::TriggerDownstreamSubscriptionService used the upstream pipeline user as the downstream pipeline creator instead of recording and using the subscription author. Exploitation requires upstream Developer access, a pipeline subscription under attacker control, and a later tag pipeline; the resulting victim-context job token can read private resources available to the tag creator.
