Improper access control in Portainer Agent before 2.11.1 allows remote attackers to take control of an unassociated API server. The server keeps accepting requests after 72 hours without association, allowing the first client with a self-generated key and matching signature to register its public key. Exposure requires reachable port 9001 without AGENT_SECRET; association grants proxy access to the underlying container environment.
