Webhook secret recovery via nonconstant-time comparison

Timing attack in Atlantis before 0.19.7 allows remote attackers to recover a GitLab webhook secret and forge webhook events. The DefaultGitlabRequestParserValidator.ParseAndValidate method compares the supplied secret header with ordinary string inequality, so mismatch position affects response time. A reachable GitLab webhook endpoint with a configured secret is required; recovered credentials allow forged requests to enter Atlantis workflows.
