Administrator app installation via automatic setup action

CSRF in Nextcloud Server 21 before 21.0.8, 22 before 22.2.4, and 23 before 23.0.1 allows remote attackers to induce app installation. RecommendedApps.vue called installApps automatically from its mounted hook after fetching the recommended-app list, without a separate confirmation action. Exploitation requires an administrator to follow an attacker's crafted interaction; the resulting change is limited to enabling Nextcloud-recommended apps, which expands the server's attack surface.
