Admin-level code execution via unchecked JNDI lookup

Remote code execution in GeoTools before 24.6, 25.0 through 25.5, and 26.0 through 26.3 allows remote authenticated users to execute code. JNDIDataSourceFactory and JDBCJNDIDataStoreFactory pass data-source reference names to InitialContext.lookup without validating the URI scheme. Reachability requires a downstream application to accept a remotely supplied JNDI name; GeoServer's exposed GUI or REST configuration also requires an administrator login.
