Private group-name disclosure via category serialization

Information disclosure in Discourse before 2.8.3 and 2.9.0.beta1 through 2.9.0.beta3 allows remote attackers to read private group names. CategoriesController show and find_by_slug serialize group_permissions to ordinary category viewers without checking whether the viewer can manage the category. Exposure requires a restricted-visibility group in a category's permission settings; any user who can view that category can learn the group's name.
