In-container capability escalation via inherited capabilities

Privilege escalation in Moby before 20.10.14 allows local users in containers to gain bounded Linux capabilities through execve. The oci.DefaultLinuxSpec and SetCapabilities paths populated the inheritable set instead of leaving it empty. Exploitation requires an executable with inheritable file capabilities; gained privileges remain within the container bounding set and do not escape the sandbox.
