Continued API access via session-deletion race

Race condition in Zulip Server 4.0 through 4.10 allows remote authenticated users to retain API access after account deactivation. The do_deactivate_user path deletes database sessions inside its transaction, letting a concurrent request repopulate memcached before deletion commits. Exploitation requires a valid session and precise timing during deactivation; the restored cached session preserves site access until expiry or eviction.
