Cross-allocation artifact corruption via shared go-getter client

Race condition in HashiCorp Nomad and Nomad Enterprise 0.3.0 through 1.0.17, 1.1.11, and 1.2.5 allows remote authenticated users to alter artifacts. The artifact downloader shares a go-getter client between goroutines, so concurrent requests can place one allocation's artifact in another destination. Exploitation requires job-submission capability and precisely timed overlapping downloads outside the attacker's allocation.
