Server CPU exhaustion via malformed HCL parsing

Resource exhaustion in HashiCorp Nomad and Nomad Enterprise 1.0.17, 1.1.11, and 1.2.5 allows remote attackers to interrupt servers. The /v1/jobs/parse handler evaluates malformed HCL with server-side parsing logic that consumes excessive CPU on Nomad server agents. Network access to the Nomad API is sufficient because the affected endpoint does not require an ACL token, and the resulting CPU consumption can interrupt service.
