Process crash via undersized priority HEADERS frame

Denial of service in Swift Project SwiftNIO HTTP/2 1.0.0 through 1.19.1 allows remote attackers to crash a process via a HEADERS frame. HTTP2FrameDecoder subtracts the five-byte priority field from an undersized payload length without first verifying that five bytes remain, producing a negative expected length and a parsing failure. Any client or server peer on an accepted HTTP/2 connection can trigger the immediate memory-safe crash, dropping in-flight connections without direct confidentiality or integrity impact.
