Authenticated privilege escalation via unchecked account switch

Authorization bypass in NATS Server 2.7.1 and earlier allows remote authenticated users to assume any account through a crafted handshake. The experimental dynamic sandbox-account handler accepts an existing target account during the initial protocol handshake without verifying that the credentials authorize it. Any valid account credential permits entry into another tenant or the System account; NATS Streaming Server 0.15.0 through 0.24.0 embeds the affected server.
