Traffic decryption via manipulated frame counters

Cryptographic nonce reuse in TETRA allows physically proximate attackers to recover keystreams and decrypt air-interface traffic. The Air Interface Encryption generator derives its IV from unauthenticated TDMA frame counters, letting crafted counter broadcasts force reuse of a TEA keystream. An active radio-positioned attacker must manipulate a mobile station's counter view and analyze responses; exposed non-E2EE traffic can then be intercepted or forged.
